Full-service proposal development: single proposal
BW&CO's single-proposal service takes one defined funding opportunity, such as an SBIR or STTR topic, a BAA, or a grant solicitation, from qualification through submission readiness. We lead strategy, positioning, writing, review, and compliance so your team can focus on the technical content only you can provide.
What is included?
- Opportunity qualification and eligibility assessment
- Positioning gap analysis against the solicitation and the funder's priorities
- Stakeholder validation through permitted engagement
- A written strategy guide for the proposal
- Proposal drafting, editing, and multiple iterations
- A full review against the evaluation criteria
- Help with registrations such as SAM.gov and agency submission portals
- Compliance assessment and submission readiness
How does a single-proposal engagement run?
- Choose: we confirm the opportunity fits your technology, stage, eligibility, and timeline, and say so plainly if it does not.
- Position: we build the Front Door + Back Door case, shape the project, and identify evidence gaps early.
- Execute: we draft, coordinate your team's input, review, and check every requirement before you approve the submission.
- Advance: we record the result and lessons and recommend the next decision, whether that is a follow-on phase, a resubmission, or a different pursuit.
Front Door means the published opportunity: requirements, deadlines, evaluation criteria, forms, instructions, eligibility, and compliance.
Back Door means the context behind it, built from research, permitted stakeholder outreach, agency-priority analysis, program-gap assessment, customer discovery, and positioning validation. It never means inside information, special access, or influence over evaluators.
What does it cost?
Starting at a $10,000 initial fee plus a 5% success fee, payable only if an award is made. Award is never the condition for accepting the engagement or for completing our work.
What stays under your control and the funder's?
Your team owns the technical truth: the science, data, team, budget decisions, and letters of support. The agency owns the award decision. BW&CO owns the quality, timeliness, and compliance of the work we agree to deliver.
Lessons from our team's 3,000+ funded proposals, applied to yours
BW&CO, as of 2026: $350M+ secured for clients. 350+ companies served.
Our team's combined experience, including work completed before and outside BW&CO (not BW&CO award totals): 3,000+ funded proposals and $3B+ awarded. Your proposal benefits from those lessons. Results vary by program, client, and proposal. Past results do not guarantee future awards, and agencies make every award decision.
Program names are used for identification only. BW&CO is not affiliated with or endorsed by the sponsoring agencies.
Frequently asked questions
When is a single-proposal engagement the right choice?
When you have one defined opportunity you have decided to pursue, or want to confirm before committing. If you expect several pursuits in the next year, the multiple-proposals service is usually a better fit.
How far ahead of the deadline should we start?
Earlier is better. Starting several weeks before a deadline leaves room for registrations, positioning, stakeholder validation, and review. BW&CO has supported proposals on tight timelines, but a compressed schedule limits positioning work.
Who writes the technical content?
BW&CO drafts and structures the proposal, and your team supplies and verifies the technical substance. We preserve your technical truth and never overstate data, readiness, or results.
What happens if the proposal is not selected?
We review the reviewer feedback or debrief with you, record the lessons, and recommend the next step, which may be a resubmission, a different program, or a pause to close evidence gaps.
Is our engagement tied to winning an award?
No. The initial fee covers the work. The success fee applies only if an award is made, and award is never the acceptance condition for the engagement.
