Funding specializations
BW&CO specializes in innovation funding for deep-tech, R&D, and advanced-manufacturing companies: SBIR and STTR, other federal R&D vehicles such as BAAs, CSOs, and OTAs, state and foundation funding, and industrial-base programs that fund production capacity and supply chains.
SBIR, STTR, and federal R&D
SBIR and STTR are the core of our federal R&D work, across DoD, NIH, NSF, DOE, NASA, and other participating agencies, from Phase I feasibility through Phase II development and Phase III transition planning. Read our SBIR and STTR guide for eligibility, phases, and the 2026 program changes.
BAAs, CSOs, OTAs, grants, contracts, and cooperative agreements
Broad Agency Announcements (BAAs), Commercial Solutions Openings (CSOs), other transaction (OT) agreements awarded under Other Transaction Authority (OTA), grants, contracts, and cooperative agreements each have different rules, evaluation methods, and timelines. We support these pursuits within demonstrated capability and tell you plainly when a vehicle is outside it.
State, foundation, and other non-dilutive funding
Many states run SBIR matching, incentive, and innovation programs, and foundations fund specific research areas. We look for opportunities that complement your federal path rather than compete with it for team time.
Industrial-base and scale programs
BW&CO helps technology companies and advanced manufacturers assess and pursue appropriate funding for production capacity, domestic supply chains, facilities, workforce, and strategic industrial capabilities. This includes programs such as Defense Production Act (DPA) Title III and other DoD industrial-base programs. These programs change often, so we verify current status and solicitations before recommending a pursuit.
Government-customer and stakeholder discovery
Funding is stronger when a real end user needs the technology. We help identify government customers and stakeholders using public information and permitted engagement, which also sharpens how the proposal is positioned. How we position proposals

Frequently asked questions
What is the difference between a BAA, a CSO, and an OTA?
A Broad Agency Announcement (BAA) invites proposals for research in broad topic areas and is evaluated by scientific or technical review. A Commercial Solutions Opening (CSO) is a competitive, merit-based procedure used by DoD and some other agencies to buy innovative commercial solutions. Other transaction (OT) agreements, awarded under Other Transaction Authority (OTA), are flexible agreements outside standard procurement rules, often used for prototypes. Each solicitation sets its own rules.
Can BW&CO help manufacturers fund production capacity?
Yes. We help technology companies and advanced manufacturers assess and pursue appropriate funding for production capacity, domestic supply chains, facilities, workforce, and strategic industrial capabilities, including DPA Title III and other industrial-base programs, after verifying current program status.
Does BW&CO work on state funding programs?
Yes. We support state SBIR matching, incentive, and innovation programs alongside federal pursuits, and choose them based on how they fit the company's overall funding path.
Can BW&CO help us find government customers?
Yes. We help identify government customers and stakeholders using public information and permitted engagement. We do not offer special access to programs or officials.
