Each award covers a single 6-month project, and indirect costs count toward the $250K cap. The rule that decides fit is scope: the technology must sit within one of five focus areas and serve BARDA's medical countermeasure mission. Monoclonal antibodies, small molecules under 900 Daltons, broad AMR work, gain of function research, and oncology or chronic disease programs are out of scope. A preliminary application is the first step. Full applications are by invitation only.

What Is the VITAL DEV Awards Program?

VITAL Hub is part of the BARDA Accelerator Network. The DEV Awards provide non-dilutive funding for the development, evaluation, and validation of therapeutics technologies relevant to BARDA's mission. Each awardee also gets project management and regular mentoring during the 6-month project, plus access to BARDA subject matter experts coordinated by the VITAL Lead Mentor.

Parts of the VITAL page still show older text, including a notice that applications are closed and references to 2025 review cycles. Other parts say the solicitation opens August 5, 2026 and closes October 30, 2026 at 11:59 PM. We recommend confirming the current status with VITAL at info@vitalhubhealth.com before you submit.

What Problem Is BARDA Trying to Solve?

BARDA develops medical countermeasures against acute threats. Through VITAL, it wants therapeutics technologies that deliver drugs more precisely, sustain dosing, treat invasive fungal infections, offer new antiviral options, and make vaccines more effective. VITAL gives preference to multi-use and platform technologies. BARDA does not support research and development in oncology or chronic disease.

Priority Capability Areas: What VITAL Is Looking For

  • Targeted Delivery: Delivery to specific cells, tissues, or organs, including mucosa and immune-privileged sites such as the eyes, brain and CNS, and reproductive organs.
  • Injectable Delivery (Sustained and Controlled): Sustained, controlled injectable delivery for medical countermeasures, such as biodegradable depots and nanoparticles.
  • Antifungals: First-in-class, broad-spectrum candidates for invasive fungal infections. Only small molecules or peptides are eligible; vaccines, antibody-based treatments, and topical treatments are out of scope. Applicants must outline a Target Product Profile.
  • Antiviral Therapeutics: In scope are programmable RNA antivirals, decoy receptors, glycan traps, and broad-spectrum antiviral peptides. Monoclonal antibodies and small molecule drugs under 900 Daltons, including nucleotide and nucleoside analogues, are out of scope and fall under the SMART Antiviral Prize.
  • Vaccine Scaffolds: Multi-antigen structures, such as protein nanoparticles or polymer matrices, that improve vaccine efficacy.

Funding and Award Terms

  • Award size: Non-dilutive funding of up to $250K.
  • Indirect costs: Permitted, but they count toward the $250K cap.
  • Project length: Milestones are expected to be completed within 6 months of the project start.
  • Allowable expenses: Direct costs for development, evaluation, or validation, and labor for personnel or contract research organizations.
  • Reporting: Quarterly reports tied to milestones, plus a final report.

Eligibility Requirements and Participation

  • Who may apply: Early-stage biotech companies as well as academic and other innovators globally.
  • SAM.gov: Registration is not required.
  • Accelerator Program: You may apply to both the VITAL Accelerator Program and DEV funding; the two are reviewed independently.
  • Gain of function: Not supported.
  • AMR: VITAL will not fund AMR technologies broadly under this solicitation, except antifungal small molecules and peptides.
  • Oncology and chronic disease: Out of scope.

How to Apply

  • Confirm your focus area: Match your technology to one of the five focus areas and check the antiviral and antifungal exclusions.
  • Watch the info session: VITAL offers an on-demand recording of its info session.
  • Prepare antifungal materials: If you apply under Antifungals, outline a Target Product Profile covering the indication and target patient population.
  • Submit a preliminary application: Apply through the VITAL application portal by 11:59 PM in your local time zone on October 30, 2026.
  • Find collaborators if needed: VITAL offers a DEV Teaming page for finding partners.

What Happens After You Submit?

VITAL reviews preliminary applications for support of BARDA's mission, how unique the innovation is and whether it addresses unmet needs, and whether the funds can advance the technology to its next value inflection point. Applicants who advance are invited to submit a full application. Full applications are by invitation only. VITAL has not posted 2026 notification dates, so confirm the timeline with VITAL.

Is This Opportunity a Good Fit for Your Company?

  • Your technology fits a focus area: Targeted delivery, sustained injectable delivery, antifungals, antiviral therapeutics, or vaccine scaffolds.
  • It is a platform: Multi-use or platform technologies are preferred.
  • Your project is small and defined: You can reach meaningful milestones in 6 months with up to $250K, including indirect costs.
  • It serves acute threats: Medical countermeasures against acute threats, not oncology or chronic disease.

It is likely not a fit if your product is a monoclonal antibody, a small molecule antiviral under 900 Daltons, an antibacterial AMR technology, or work that involves gain of function research.
